Where does the Federal government get the authority to ban texting?

They can't force states to ban texting while driving. They can, however, withhold federal money from states that don't ban it. If states don't want the money, they are free to ignore the federal government. As a matter of fact, few states will do that--which only proves how much they want the federal money.
