I need help on applying to USNA?!!!?

Okay this is probably going to make me sound really stupid, but when applying to the naval academy you have to first fill out a preliminary application. well if you fill it out and don't hear back does that mean you cant apply? I need help I've been on the website but I need advice from someone with experience... please help any advice is appreciated.
