Help! Need the specific name of a fabric type for costume!?

What is that shiny, reflective, slick fabric (not even sure if you'd consider it a fabric....more like a plastic) called that they make raincoats and rainboots out of? Has the wet slick look of patent leather and is water proof? I'm making a costume for Halloween and need to know the name of this material so I can order some yards! Thanks!
