Scammed on eBay, what are my oprions???

I recently purchased a Sean Taylor jersey on eBay which turned out to be fake (I have confirmed this with several sources including Reebok and the Washington Redskins), I tried to resolve this issue with the seller by sending him a very polite email, not accusing him of anything, but asking for a refund of my money, when he didnt respond I opened up a claim with PayPal which I may have to escallate because the seller still isnt responding. Now this guy's silence speaks volumes and it looks like he may be nothing more than a scammer, so what are some other options I have besides escalationg the claim within PayPal (which I fully intend on doing if I dont hear from this guy soon). Is there some way I could report him to the NFL for selling counterfeit merchandise??? According to the law, what other options do I have to work with here???
