Jon Osterman vs. Norrin Radd?

Who'd win in a fight between Dr. Manhattan and the Silver Surfer? I am almost sure the surfer would win because he has the power cosmic. I also read that he can convert energy into matter and matter into energy. Also, he can break the fourth dimension barrier and can survive in the most hazardous places in the universe like black holes. Don't black holes tear matter apart? So, if the surfer can survive something like a black hole wouldn't it make sense that he could resist manhattan's molecular manipulation power...? I know these characters are from different universes, but just try to help me out. Please don't respond with just "Dr. Manhattan" or "Silver Surfer"... explain.
