Basic operating system for a computer?

I don't mean the complexity of the operating system. I want to know where to find and download and learn about an OS that is similar to the basic on ti 84's or like the basic interpreter that was made by bill gates back like 30 or so years ago. Where to find an OS that can run like a ti 84 would be better.
